Phase 2 Demolition of Unsafe Structures
1. Overview
The Town of Bluefield is soliciting sealed bids from qualified contractors for the demolition, removal, and cleanup of structures located at thirteen (13) properties within the corporate limits of town. Work shall include asbestos inspection and abatement (as needed), demolition of structures, removal of all debris, and backfilling of basements (if present) to match surrounding grade.

3. Scope of Work
-
Perform asbestos inspection and abatement (if required) in accordance with applicable federal and state laws and regulations.

Secure all required permits and provide required notifications.

Demolish each structure, remove all construction and demolition debris, and restore the site.

If a basement or void is present, the area shall be backfilled and compacted to establish a consistent, level grade.

Perform work in a safe, legal, and environmentally compliant manner.

Complete each address within 90 calendar days of Notice to Proceed, with the entire project completed within 12 months of contract execution.
4. Bid Structure & Submission Instructions

Bidders shall provide itemized pricing for each property, as well as a total lump sum price for the full project.

The Town reserves the right to award the contract as a whole or by individual address, whichever is deemed most advantageous.

Bids must be submitted no later than 4:00 PM on July 22, 2025.

7. Insurance & Bonding Requirements
The contractor must provide proof of the following insurance coverage:

General Liability Insurance: Minimum $1,000,000 per occurrence

Automobile Liability Insurance: Minimum $1,000,000 combined single limit

Workers’ Compensation Insurance: As required by law
-
Pollution/Asbestos Liability Coverage: Required if asbestos work is performed
Bonding Requirements (for awarded contracts exceeding $25,000):

Performance Bond – 100% of the contract amount

Bonds must be issued by a surety licensed in the Commonwealth of Virginia and filed with the Town prior to the start of work.
8. Award Criteria
Bids will be evaluated based on:

Lowest responsive and responsible bid (per individual address and/or total)
-
Demonstrated experience in demolition and asbestos compliance
-
Proof of required licensing and insurance
-
Compliance with submission requirements
The Town reserves the right to reject any or all bids, to waive informalities, and to make the award(s) in the best interest of the Town.
9. Project Timeline
Work must begin after contract execution and formal Notice to Proceed.
Contractor shall complete demolition at each property within 90 calendar days of NTP.
Full project completion required within 365 days of contract execution.
10. Non-Discrimination Statement

In accordance with Va. Code § 2.2‑4311, the contractor will not discriminate against any employee or applicant for employment because of race, religion, color, sex, national origin, age, disability or other basis prohibited by state law. The contractor agrees to post this statement in conspicuous places and to state that it is an equal opportunity employer in its employment advertisements. These provisions will extend to all subcontractors and purchase orders over $10,000.
